The Congressional Record is a record of what’s produced daily while Congress is in session. It provides the closest thing to a verbatim account of what occurs in the daily sessions of the House and Senate. It is indexed biweekly and annually by personal name and subject.

The Federal Register is a government document that publishes proposed rules and final rules of various independent agencies. These agencies are required to publish proposed rules in order to allow public an opportunity to comment before establishing and publishing final rules as codes.
